This instance of Spine look-a-like-ness follows on the heels of some other odd Spine resemblences...
Remember Khan's number one genetically enhanced toady, Joachim (from Star Trek II: The Wrath of Khan)? He was portrayed by Spine look-a-like, Judson Earney Scott.
Also of note is the resemblence of Spine's middle school-aged self to British actor Danny John-Jules, who played the ship's cat on BBC's Red Dwarf.
